Why Can’t a Payment Certificate Be Created for the Project?

The most common reason is that the project does not have a contract with “Active” status. A payment certificate cannot be created without an active contract. When attempting to create one, the following message appears: “To add payment certificates, the project should have an ‘active’ contract.”

The reason may also be that the user does not have the “Add Payment Certificates” permission. In this case, the Add button is completely hidden from the Add menu on the project view screen.
